If you want to do ones just like pacthesis's ones you need to use flash and you need to know how to use it pretty well.
it's MUCH easier to use some of the special tools like Novelty or RenPy, and you can find whole communities of people to help you get the hang of it, but you can't post the result online like a flash game, you have to download them.
