If you don't want downloads, you're stuck with flash games. There are some okay ones - check pacthesis.deviantart.com as well as maybe zeiva.deviantart.com and nummyz.com
But in general, the really good games are the downloadable ones that you pay for (Which makes sense, since if it costs money the people making the games can afford to pay artists and stuff so they make bigger games.)
